Economic development and careful budget management are top priorities for the three winners in Tuesday’s City Council election, two of whom will be new to the council.

“We had two veterans leaving at once,” Pierce said Wednesday, referring to Gregg Manning and Bill Walcutt, longtime councilmen who decided not to run for re-election.

“Frankly, with the mood in the country trending toward ‘throw the bums out,’ you just never know,” she said. “But it felt really good going out and campaigning and talking to people again and reconnecting.”

For Pierce, the biggest issue will be continuing what the city of 10,000 has started with downtown development projects.

As a councilman, he’d like to create a “Shop Clayton First” program, where the city would host a Web site that contains information about local businesses.

“This was a win-win for Clayton; we had eight candidates and all of them were very qualified. Hopefully, they’ll continue to be involved in the community.”

Competition may be king in the business world, but a group of Valley entrepreneurs says that “old-school” mentality also has created roadblocks for Arizona’s small technology startups.

They’re urging their peers to put collaboration ahead of competition with a recently formed technology incubator called Gangplank.

Web developers Derek Neighbors and Jade Meskill, founders of the Chandler-based facility, provide workspace, product consulting and financial support to early-stage software ventures in exchange for equity in the firms.

Neighbors and Meskill began offering space to existing Web-development and marketing firms about a year ago. In April, Gangplank began accepting project ideas from entrepreneurs.

The anchor firms, which combined employ about 30 workers, occupy their own suites inside the 5,000-square-foot facility. The project developers primarily work in an open room to promote collaboration among the participants.

“We’re really looking for those people who are pushing the envelope,” he said. “They’re not copying what anyone else has already done. They’re looking to be creative . . . and to stand out. . . . They want to be the next Google, the next Yahoo, the next Twitter, the next Facebook.”

While some business leaders lament the lack of investment dollars local technology companies receive in comparison to firms in neighboring states, Neighbors says a bigger problem for the startups he works with is not having access to expertise. Gangplank tries to address that need.

Neighbors and Meskill are funding Gangplank primarily with personal income. They are encouraging developers with product ideas to apply.

The program provides start-up software companies with access to the company’s current full-featured development tools, server products and production licenses of server products with no up-front costs and minimal requirements, the Redmond, Wash.-based company said.

For start-ups building hosted software, BizSpark includes production licenses for application hosting and management servers, including Windows Server, Microsoft SQL Server, Microsoft Office SharePoint Portal Server, BizTalk Server and Systems Center, with Microsoft Dynamics CRM to be added in the near future.

The program also provides a global network of hosting partners that offer discounted hosting services to start-ups that want to take their businesses or products online. Start-ups will also be profiled and promoted on the BizSparkDB, Microsoft’s online directory of start-ups, where Microsoft said it will promote “promising” start-ups every day.
